EMERG is a co-operation between telecommunications regulators of the Mediterranean area.

Visitors can find basic information about EMERG and its members. Members have access to more detailed information and can use it to exchange ideas and best practises.

The European Commission adopted, on 11 September 2013, the reform plan of the telecommunications market, which has as its ultimate goal to contribute to Europe to return to being a global digital leader.
The legislative package 'Connected Continent "is based on four pillars: mobile plans without roaming charges in the European Union (EU); simpler rules to help companies invest more and expand beyond its borders; protection of net neutrality (ensuring an open Internet in identical conditions for all), and abolition of surcharges applicable to international calls in Europe.
According to the Commission, this reform aims to overcome existing barriers to the creation of the single telecoms market. For this, it is expected to adopt measures with the following objectives:

• simplification of EU rules applicable to telecommunications operators;
• elimination of the market roaming charges within the EU (from July 1, 2014);
• elimination of surcharges applied to international calls on Europe;
• legal protection of the open Internet (network neutrality);
• new rights for consumers and harmonization in this area;
• coordinated allocation of spectrum;
• more security for investors

At the meanwhile, the Board of European Regulators for Electronic Communications (BEREC) has also delivered a statetment on this proposal.
