The Plenary Assembly
The Plenary is the decision-making body of EMERG, composed by the Presidents, CEOs or designated Board members of each NRA Member of EMERG.
Every year, the Plenary appoints its Chair and Vice-Chair from among its members. The term of office of the Chair and of the Vice-Chair is one year. Before serving her/his term as Chair for one year, the Chair has firstly to serve one year as a Vice-chair. For ensuring continuity of EMERG’s work, the Chair has to serve as a Vice-chair for the year following her/his term as Chair.
The EMERG Chair for 2022 is Liran Avisar Ben Horin (Director General of the Israeli Ministry of Communication MOC), who was elected at the virtual Plenary in 2021.
“Connectivity is the fuel of this digital transformation. Connectivity is by definition the opposite of division. Through international efforts and frameworks such as EMERG we can develop specialized and dedicated models of regulation which can benefit us all. To unlock EMERG’s potential all member countries must contribute and actively participate in the group’s activities. Together we can create a collaborative network of expertise and drive regulatory harmonization forward. The hard work done here is the key to unlock the potential of EMERG. By bringing our expertise and creating a dialogue, we create a language of regional development and growth for all the peoples of our region.” Liran Avisar Ben Horin (EMERG Chair 2022)
The Chair is supported by the EMERG Permanent Secretariat:
For 2022, the EMERG Secretariat is composed by ANACOM (Portugal), MTIT (Palestine), CRA (Bosnia and Herzegovina), MOC (Israel), AGCOM (Italy) and TRC (Jordan) and NTRA (Egypt).
Contact Network
The Plenary is assisted by the Contact Network, which is composed of senior representatives of the EMERG NRAs. The Contact Network ensures the coordination of the proposals to be considered by the Plenary Assembly.
Expert Working Groups (EWGs)
The activity of EMERG is organized into Expert Working Groups, which work on specific topics included in the EMERG Work Plan. They are composed by experts from the NRAs’ Members and are responsible of the preparation of the reports and recommendations on the different topics included in the Work Plan.
